Surah Al-Ankabut · Ayah 21
يُعَذِّبُ مَن يَشَاءُ وَيَرْحَمُ مَن يَشَاءُ وَإِلَيْهِ تُقْلَبُونَ
He punishes whom He wills and has mercy upon whom He wills, and to Him you will be returned.
